We have received the following from the KCA Secretary :-
KENT CYCLING ASSOCIATION 12 HOUR
It is with great regret that the KCA Committee have decided to cancel this year’s 12 Hour due to a shortfall in the number of marshals we need for the event. This is a great disappointment but the CTT rules have to be adhered to.
In this notice I have included an e.mail I received from the National Secretary, Nick Sharpe, confirming the requirements.
If the risk assessment provides for a marshal, then a marshal should be in place at that point for the whole of the event. If not, and there was an accident at that point, that could result in considerable difficulties defending any claim should it be alleged that the rider or the promoting club was at fault. More importantly however, if it is considered in the risk assessment that a marshal is needed, that will be for a reason, that reason no doubt being that a risk is perceived and that the presence of a marshal would alleviate that risk, thus making the event safer for the riders. Safety of the riders is of course paramount. This applies to both open and club events. If the risk assessment cannot be complied with then the event shouldn’t be held.
At the A.G.M. we agreed that should we have to cancel our 12 Hour we would use the EASTERN COUNTIES CA event would be substituted and anyone who entered the KCA event before the closing date would be eligible for Kent Cycling Association competitions. We are aware that this event is a National Championship but as the upper limit for entries is 150 this should not be an issue.
